The Ministry of the Interior and Safety stated that selection was made by dividing into four units: metropolitan, city, county, and autonomous district, to enhance fairness among local governments.
Additionally, there are 12 excellent institutions and 44 commendable institutions. Each of the 60 local governments selected as excellent cases will receive earmarked tax (special) ranging from 100 million to 500 million won.
