The aging low-rise residential area in the hilly area of Opaesan, 500m near Mia Station on Seoul Subway Line 4, will be transformed into a residential complex with 7,500 units through rapid integrated planning.
The Seoul Metropolitan Government noted on the 11th that it has confirmed rapid integrated planning for two sites in the Mia-dong 258 and Beon-dong 148 areas of Gangbuk-gu. The target sites are inconvenient for pedestrians due to steep height differences of more than 60m (maximum 114m, minimum 46m) and narrow roads.

This planning includes infrastructure maintenance such as roads and parks to connect the Mia and Beon-dong areas, land formation and pedestrian flow planning considering the sloped terrain, and the creation of harmonious scenery that opens up to the surrounding area, including the rear mountains.
A region-customized urban plan was established through the elevation of zoning (from Type 1 to Type 2 residential) and flexible height planning. Additionally, support measures for the project were introduced, such as recognition of the business viability correction factor and the current floor area ratio within the '2030 Basic Plan for Urban and Residential Environment Maintenance in Seoul.'
By applying a flexible height plan through a maximum two-stage zoning elevation (from Type 1 and Type 2 (7 floors) to Type 2 residential), a total of 7,500 units were secured (Mia-dong 258 up to 25 floors, Beon-dong 148 up to 29 floors). The maximum business viability correction factor (2) was applied to both target sites. In the case of Beon-dong 148, considering the overcrowded area conditions compared to the current zoning (Type 1 residential), the current floor area ratio will be recognized as the standard floor area ratio, which is expected to improve the project's viability during future maintenance planning.
The existing linear park adjacent to Mia-dong 258 and Beon-dong 148 will be incorporated into the area, expanded, and reshaped, while also integrating infrastructure. The road system will be reorganized. The section of Opaesan-ro will be expanded from 2 lanes to 4 lanes, and a new road on the southeast side of Mia-dong will be established, considering the village bus routes. The plan aims to facilitate vehicle access within the complex and improve the traffic flow in the Mia and Beon-dong areas.
A specialized complex plan for the hilly area was also established, utilizing deck-type land formation and installing community facilities under the deck (areas not included in the floor area ratio). Various vertical movement routes, such as elevators, escalators, and sloped walkways, will be secured to create a 'barrier-free' complex that is convenient for those with mobility challenges.
Additionally, a transport corridor connecting the surrounding area, target sites, and the slopes of Opaesan has been secured, establishing a flexible height plan that harmonizes with the surrounding mountain ridges, such as Bulamsan.
Jo Nam-jun, head of the Urban Space Headquarters of the Seoul Metropolitan Government, said, 'This rapid integrated plan is focused on dramatically improving the aging residential environment, transforming it into a pleasant residential complex filled with the nature of Opaesan.' He added, 'We will spare no effort in supporting the area to provide a high-quality residential environment with convenient transportation, walkability, and green spaces.'
