The government will supply 67,000 dwellings in the Gwangmyeong-Siheung public housing district, which is part of the third new town.

The Ministry of Land, Infrastructure and Transport noted on the 30th that it has approved the district plan for the Gwangmyeong-Siheung public housing district. This project, covering an area of approximately 12.61 million square meters—equivalent to 4.4 times the size of Yeouido—includes 37,000 public dwellings in total, with 13,000 dwellings for public sale and 24,000 dwellings for public rental. This area is also the largest among the third new towns.

The Gwangmyeong-Siheung district is evaluated as having an excellent location. It is close to a rail transport network that allows easy access to anywhere in the country and the metropolitan area, including KTX (Gwangmyeong Station) and subway lines 1 (Gyeongin Line) and 7. Major arterial roads such as the Seoul Ring Expressway, Second Gyeongin Expressway, and Gwangmyeong-Seoul Expressway (scheduled to open in 2027) are also adjacent, providing excellent transportation conditions.

To the north of the district are the Gasan and Guro digital complexes and the Yeouido business district (about 12 km away). It is positioned as a gateway to Seoul from industrial complexes such as the Siheung Multi-Techno Valley (MTV). It is also neighboring residential areas such as Guro and Geumcheon in Seoul, and Cheolsan in Gwangmyeong.

The Ministry of Land, Infrastructure and Transport plans to announce compensation in 2025 and commence construction in 2027 after approving the district plan for Gwangmyeong-Siheung. The first sale is planned for 2029, and the first move-in is scheduled for 2031.

A Ministry of Land, Infrastructure and Transport official said, “Public project implementers, including the Korea Land and Housing Corporation (LH), will be supported by expanding the participation of local public corporations such as the Gyeonggi Housing and Urban Corporation to carry out procedures for compensation and housing supply more stably and quickly, and also plans to promote early commencement measures through the introduction of public REITs for the new town.”

Additionally, the ministry will establish self-sufficiency functions considering the excellent transportation conditions of the Gwangmyeong-Siheung district and its accessibility to surrounding industrial bases and residential areas. The plan is to sufficiently supply infrastructure facilities such as culture, education, and public transportation that enhance residents' quality of life, making it a competitive city in the southwestern metropolitan area that attracts leading corporations and outstanding innovative talents.

Deputy Minister Kim Kyu-cheol said, “We plan to push ahead with the development of the Gwangmyeong-Siheung district without any setbacks and to sufficiently supply the dwellings that the public desires,” adding, “We will provide self-sufficient functions linked to the transportation infrastructure of the Gwangmyeong-Siheung district, and also offer excellent residential conditions to make it a hub city in the southwestern metropolitan area attracting talents and corporations.”

Furthermore, Deputy Minister Kim emphasized, “We plan to establish a foundation for the supply of high-quality dwellings that the public desires by advancing the Gwangmyeong-Siheung district without any setbacks, while also implementing the construction approval plans for 140,000 public dwellings next year, including 12,000 dwellings in the third new town, achieving a total of over 70,000 public dwellings in the ground-breaking plan.”
