The Songpa Hanyang 2nd Apartment in Seoul will transform into an apartment complex with a maximum of 29 stories and over 1,300 units through reconstruction.
The Seoul City government noted on the 29th that during the 14th Urban Planning Committee meeting held on the 27th, the Fast Track Integrated Planning Repair Project Authorization Subcommittee amended and passed the 'Designation of the Songpa Hanyang 2nd Apartment Reconstruction Maintenance Zone and Maintenance Plan Decision (Modification) and Landscape Review Proposal' for the area around 151 Songpa-dong in Songpa-gu.
The Songpa Hanyang 2nd Apartment is a 744-unit aging apartment complex that was completed in 1984. After being selected as a site for a fast-track integrated plan in November 2021, the project faced challenges, including requests from residents to withdraw from participation due to internal conflicts. Subsequently, a consensus among residents was formed based on communications and alternative reviews from the Seoul City government, leading to the completion of the fast-track integrated plan in September of last year.
Through this review, the area will be reborn as an apartment complex with 1,346 units (including 269 public dwellings), 15 buildings, and a floor area ratio of 299.99% with a maximum of 29 stories.
Hanyang Park, which was previously disconnected from the surrounding roads and had differences in elevation, will eliminate the height differences to improve accessibility. The width of nearby roads will be increased, pedestrian spaces along the street will be secured, and connections to nearby apartment complexes and public walkways will be established, creating a pleasant walking environment.
A tent-shaped skyline that increases in height toward the interior has been proposed, considering the park and low-rise residential areas. Plans for public walkways to ensure openness and sight lines have also been included.
Additionally, the 'Modification Proposal for the Junggok Apartment Public Reconstruction Maintenance Zone and Maintenance Plan' was also amended and approved. The Junggok Apartment area, located at 190-26 Junggok-dong in Gwangjin-gu, is an aging complex completed in 1976. After being designated as a maintenance zone in 2014, it had been stagnant for a long time due to poor project conditions, but gained momentum after being selected in 2021 as a candidate site for the public reconstruction leading project.
With the passage of this review, the area will be reconstructed with a maximum of 25 stories, 5 buildings, and 348 units (including 42 public dwellings). The zoning designation will be upgraded from 2nd Class General Residential Area to 3rd Class General Residential Area, increasing the housing supply plan from the initial 296 units (20 public units) to 348 units (42 public units).
To improve the narrow site conditions, the central road will be developed in a multilayered manner, maintaining road functionality while incorporating an underground parking lot. Areas originally planned as small parks will be replaced with open communication and walking spaces for residents through layout modifications involving public space and building arrangements.
Considering the loss of resident priority parking spaces that will disappear from the existing central road, some of the underground parking spaces in the complex will be planned as public parking lots (38 spaces).
Additionally, the 'Modification Proposal for the Maintenance Plan of the Shinmunro 2 District 12 Public Redevelopment Project' was amended and approved by the committee. The area of Shinmunro 2 District 12, located at 158 Shinmunro 1-ga in Jongno-gu, is the last undeveloped section within the area established through the reorganization of the maintenance zone in September 2020.
Selected as the first pilot project candidate for public redevelopment in 2021, the floor area ratio was relaxed, increasing publicness through the acquisition of additional rental dwellings.
With a floor area ratio of around 1,300% and a height of less than 100 meters, the lower floors will contain neighborhood facilities, while the upper floors will house approximately 100 units of apartment dwellings and about 50 officetels.
A Seoul city official said, 'With this decision, we expect to complete the urban environment maintenance around Saemunan-ro and realize the proximity of workplace and residence for urban workers.'
