The Democratic Party of Korea announced on the 6th that it would file a complaint against Pastor Jeon Kwang-hoon of Sarang Jeil Church for insurrection propaganda and incitement to riot. The police have already registered Pastor Jeon as a suspect in the investigation of the disturbance at the Seoul Western District Court, and the party is adding charges in its complaint.

Kim Min-seok, a senior member of the Democratic Party, held a press conference at the National Assembly’s communication room that morning and noted, “Jeon Kwang-hoon is at the center of incitement to violence. We demand a thorough investigation and response from the authorities.”

The Democratic Party believes that Pastor Jeon has incited insurrection and riot by mentioning "the people's right to resistance." In particular, it has raised issues with Jeon's statements such as, “We must restore President Yoon Suk-yeol and reform the entire country,” “We must confront with the people's right to resistance,” and “If the people's right to resistance is invoked, President Yoon Suk-yeol won't even need to go to the Constitutional Court.”

The Democratic Party's Legal Committee stated, “Pastor Jeon’s claim that we should mobilize power to neutralize the impeachment process and the Constitutional Court to restore the president assumes that insurrection is justified, and this act seeks public support for the legitimacy and necessity of insurrection,” adding, “It falls under Article 90, Paragraph 2 of the Criminal Act regarding insurrection propaganda.”

It emphasized, “On the 18th of last month, Jeon Kwang-hoon spoke at the Gwanghwamun anti-impeachment rally, saying, ‘We must gather immediately at the Seoul Western District Court to activate the people's right to resistance to block the president's arrest warrant,’ and broadcast it live on his YouTube channel,” asserting, “He blatantly incited the use of collective power to neutralize the court's functions.”

Pastor Jeon is currently registered as a suspect of insurrection incitement in connection with the disturbance at the Seoul Western District Court. The Democratic Party plans to continue filing additional complaints if Pastor Jeon continues actions that constitute insurrection incitement.

Lee Tae-hyung, chair of the Democratic Party's Legal Committee, stated, “(Pastor Jeon) continues to incite insurrection,” and pointed out, “As we have received reports regarding his words and actions, we will urge an investigation and continue to file complaints about newly emerging statements.”
