The Korea Communications Commission is launching the 'Overseas Korean Certification Center (Overseas Nationals Non-Face-to-Face Identity Verification System)' service in earnest.

Until now, overseas nationals without a domestic mobile phone or credit card struggled to access domestic digital services due to a lack of identity verification methods. They had to visit diplomatic missions to get joint and financial certificates issued, and even after issuance, domestic mobile phone verification procedures were necessary. The number of overseas nationals residing abroad is about 2.51 million.

Now, through non-face-to-face identity verification utilizing electronic passports, overseas residence information, and facial recognition, individuals can obtain identity verification certificates, enabling convenient access to domestic digital services such as government civil service, e-commerce, and internet banking. This is expected to alleviate service blind spots, reduce expenses, and stimulate the economy.

The Korea Communications Commission estimates that the number of visits to diplomatic missions will decrease by about 80,000 and that there will be an estimated expense reduction of about 9.8 billion won due to a shortened domestic mobile phone maintenance period. Additionally, an increase in domestic online service usage is expected to create an economic stimulation effect of about 9.2 billion won.
