The Ministry of the Interior and Safety said on the 29th that 62 of the 647 government services that had been suspended due to the fire at the Daejeon National Information Resources Service (NIRS) have been restored, including post office mail.
According to the ministry, as of 12 p.m. that day, 62 services had been fully restored. About 10% of the total. The number was 30 as of 10 p.m. the previous day, 39 as of 12 a.m. that day, 47 as of 8:30 a.m., and 55 as of 10 a.m., and normalization is proceeding sequentially.
Recently restored services include some offerings of the Internet Post Office such as domestic mail, electronic mail, certification services, and tracking inquiries for international mail receipt. Korea Post said, "Services such as accepting mail at post office counters, services via the internet and mobile, mail delivery, and tracking have resumed," and added, "Services such as EMS to the United States (international express mail service), Post Office Shopping, institution-linked electronic mail, cash-on-delivery parcels, Safe Parcel, fresh food parcels, and entrusted products such as revenue stamps and budget phones will be difficult to use for the time being."
Earlier, services widely used in daily life, such as "Government24" and "mobile ID," and post office finance (internet deposits, smart deposits, financial product mall, internet insurance, smart insurance), were also restored. The ministry said, "We will provide notices through Naver and Daum each time the remaining systems resume service."
To resolve public inconveniences until the disruption is fully resolved, the government decided to operate the Government Joint Civil Service Center (110 call center), local civil service centers (including the 120 call center), and a dedicated civil complaint support team starting that day. A list of 96 systems for which long-term recovery will be difficult due to the complete destruction of the data center will also be released soon. It is expected to take at least two weeks for those systems to be restored.
At about 8:15 p.m. on the 26th, a fire broke out due to a lithium-ion battery explosion in the data center on the fifth floor of the NIRS building in Hwaam-dong, Yuseong-gu, Daejeon. Damage to systems affected by the fire caused a simultaneous outage of government services.
The ministry said it is prioritizing systems that affect public safety, property, and economic activity, and is proceeding with restoration by priority according to a graded system based on system importance. Minister Yun Ho-jung of the Ministry of the Interior and Safety said, "We will marshal all capabilities to minimize public inconvenience and accelerate the pace of recovery."
