Kim Min-jae, Vice Minister of the Ministry of the Interior and Safety and first deputy chief of the Central Disaster and Safety Countermeasures Headquarters regarding the National Information Resources Service (NIRS) fire, said that "96 systems directly affected by the fire are expected to be down for a long period."
These 96 refer to the 7-1 computer room information systems that were completely burned after being directly affected by the fire. The e-People service, Safety Stepping Stone, integrated veterans, and the earthquake disaster and tsunami response system were included.
The e-People system is a service through which the public can file civil petitions with government administrative agencies. People can report vehicles violating traffic laws, budget waste, and public interest reports. Safety Stepping Stone is an application (app) that provides disaster safety information needed for daily life when a disaster occurs, and the earthquake disaster and tsunami response system quickly detects and predicts earthquakes and disseminates special alerts to the public.
On the afternoon of the 29th at the Government Complex Sejong, Vice Minister Kim held a "briefing on the NIRS fire" and said, "The 96 systems are scheduled to be installed in the Daegu public-private cooperative cloud zone," adding, "We expect it will take about two weeks to prepare the information resources and about two weeks to build the systems, but we aim to compress the timeline as much as possible."
He said, "We are securing alternatives for the 96 systems," adding, "For civil petition application systems such as e-People and integrated veterans, we are operating offline alternatives such as in-person and mail submissions," and "The National Law Information Center is guiding users to an alternative site."
Some reports said the battery separation work that caused the fire was carried out by an unqualified contractor employee. In response, Vice Minister Kim said, "Upon confirmation, we determined that was not true," adding, "The worker is a qualified technician and is also an injured victim of the fire. The worker was affiliated with 'Ilseong Gyejeon.'"
Regarding why the lithium-ion battery for the uninterruptible power supply (UPS), cited as the cause of the NIRS fire, was not replaced even though it had exceeded its service life, National Information Resources Service Administrator Lee Jae-yong said, "We judged it could be used for another one to two years," adding, "We will take this incident as an opportunity to adhere to the recommended period for all battery products." The battery was installed in Aug. 2014, exceeding the recommended service life (10 years) by more than one year, and LG CNS, which was responsible for battery quality monitoring support, recommended replacing the equipment during an inspection in Jun. last year, saying "the time for replacement has arrived."
Vice Minister Kim said, "Once again, I would like to express my repeated apologies for the inconvenience caused to the public by this outage," adding, "We will do our utmost to restore the systems quickly and stabilize the situation."
According to the Ministry of the Interior and Safety, as of 12 p.m. that day, 62 of the 647 government systems that experienced outages had been normalized. Among them, there are 36 tier-1 business systems closely tied to daily life, and 16 of them (44.4%)—including Government 24, mobile ID, Internet Post Office, Nara Market, and the resident registration system—have been fully restored. Twenty tier-1 systems have not yet been restored.
