The resident population is a new concept of population that includes not only the residents living in the area but also those staying in the region.
On the 25th, the Ministry of the Interior and Safety announced that it provided a 'reference local government ordinance on expanding support for the resident population' to 89 local governments in areas experiencing population decline. Each local government can design and operate the system according to local conditions using the reference ordinance prepared by the government as an example.
This reference local government ordinance contains provisions allowing mayors and district heads in population decline areas to designate unique names suitable for the local characteristics to register the resident population. Already, ▲ Namwon, Jeollabuk-do (Namwon Nuri Citizen) ▲ Gimje, Jeollabuk-do (Jiphyeonseong Life City Gimje Citizen) ▲ Shinan, Jeollanam-do (Shinan Angel County Residents) ▲ Geochang, Gyeongsangnam-do (Geochang Residents) are operating a resident population registration system using their own names. Local government heads can provide registered resident citizens with schedules and information about annual events and festivals, and can offer various benefits such as accommodation and transportation support.
The reference local government ordinance also includes the basis for developing programs to expand the resident population, promoting urban-rural exchange projects, providing region-based public living services, and collaborating on projects with other local governments. Provisions regarding the establishment of basic plans for expanding the resident population and implementing plans linked to basic responses to areas experiencing population decline, and the establishment of cooperative systems with corporations and organizations are also included.
Vice Minister Kim Min-jae noted, "Through the resident population registration system, we will lead regional consumption and investment to revitalize the local economy, creating a virtuous cycle of regional development that ultimately leads to an increase in the resident population."
