On the 20th, Choi Dong-seok (68, photo) was appointed as the first head of the Ministry of Personnel Management by President Lee Jae-myung. He is regarded as an expert who has worked for a long time in personnel and organizational management consulting.
Born in 1956 in Wonju, Gangwon Province, Minister Choi graduated from Chuncheon High School and earned a degree in business administration from Sungkyunkwan University. He obtained a master's and doctoral degree in business administration from the University of Giessen in Germany.
He worked at the Bank of Korea for 20 years, where he served as the head of the personnel and organization reform team. He left the bank in 2001 after finishing his role as an advisor to the governor. In the public sector, he served as a policy advisor to the Chairperson of the Central Personnel Committee, a consultant to the Ministry of Interior and the Ministry of Foreign Affairs, and as an innovation advisor to the Minister of Information and Communications, while also actively engaging in the private sector as the CEO of Samil and as Vice President in charge of personnel and organization at Kyobo Life Insurance. Until recently, he had been serving as the head of the Choi Dong-seok Personnel and Organization Research Institute, which he founded.
He has also published works such as "The foolish actions of smart people" to raise awareness of the need for a systematic personnel system. This book, written in late 1997 in the wake of the foreign exchange crisis, contains a sense of the necessity for bureaucratic organizations to change.
The presidential office spokesperson Kang Yu-jeong stated regarding Minister Choi, "He will contribute to creating a public service that can work competently and loyally for the people by utilizing his accumulated experience in personnel and organizational management in both the public and private sectors."
