The Ministry of the Interior and Safety noted on the 9th that it will gradually expand the issuance of mobile resident registration cards.

Previously, the government had issued mobile resident registration cards on a trial basis in a total of nine regions, including Sejong, Hongcheon in Gangwon, Goyang in Gyeonggi, and Geochang in Gyeongnam, on December 27 last year.

This expansion of mobile resident registration card issuance will be carried out in three phases.

First, starting from February 14, it will begin in Daegu, Daejeon, Ulsan, Gangwon, Jeonbuk, Jeonnam, Gyeongbuk, Gyeongnam, and Jeju. On February 28, it will also be issued in Incheon, Gyeonggi, Chungbuk, and Chungnam. From March 14, it will be available in Seoul, Busan, and Gwangju.

Anyone aged 17 or older who has received a resident registration card can obtain a mobile resident registration card. They can apply by visiting the community center in their jurisdiction.

There are two methods for issuing a mobile resident registration card: IC resident registration card and QR issuance.

The IC resident registration card has the same appearance as the existing resident registration card but contains an IC chip that can be recognized by a smartphone. It is necessary to bring a photo taken within the last six months, and the expense for issuance is 10,000 won.

QR issuance involves taking a picture of a one-time QR code. The expense is free, and there is no need to bring a separate photo. However, unlike the IC resident registration card, if the smartphone is replaced or the application is deleted, it must be issued again by visiting the community center.

Mobile resident registration cards can be used in the same way as physical resident registration cards at administrative agencies, financial institutions, and hospitals.

Minister Ko Gi-dong, acting Minister of the Interior and Safety, said, “The mobile resident registration card will significantly enhance the convenience of citizens in various online services in line with the digital age” and added, “From March 28, it will be possible to issue and use the mobile resident registration card anywhere in the country.”
