The Ministry of Land, Infrastructure and Transport announced on the 27th that it will publicly announce a revision of the 'Enforcement Decree of the National Land Planning and Utilization Act,' which allows the general public to build single-family homes in agricultural areas and expands the building coverage ratio in agricultural industrial complexes to 80%, from the 28th to May 7.

Until now, only farmers could build single-family homes in agricultural areas. However, now the general public will also be able to construct single-family homes. The ministry expects that this will significantly improve living conditions and make rural life more convenient, leading to an influx of population.

However, conservation areas subject to the Mountain Management Act and the Farmland Act are excluded from this regulatory relaxation.

The building coverage ratio of agricultural industrial complexes will also be increased. Previously, the ratio was limited to 70%, but it will now allow up to 80% if the infrastructure is adequate. This is expected to enhance the utilization of industrial facilities such as factories and stimulate the local economy while creating jobs.

A 'protected residential area' will be newly introduced. It aims to restrict facilities that hinder the living environment and allow tourism and leisure facilities like nature experience centers, thereby creating a pleasant village environment while promoting local tourism.

In addition, when maintaining already installed structures, if there is no change in land quality, it will be allowed without separate procedures. This is expected to reduce construction and administrative processing time and expenses, easing the burden on businesses.

To stabilize aggregate supply and construction costs, the criteria for the amount of earth and stone extraction, which requires review by the local government's urban planning committee, will be relaxed from 30,000㎥ to more than 50,000㎥, making it easier to pursue projects.
