The opposition parties, including the Democratic Party, voted on the agenda to hold a plenary session from April 1 to 4 during the full meeting of the National Assembly's operations committee on the 31st. The ruling party did not attend the meeting, claiming that the Democratic Party was conducting the proceedings unilaterally.

According to the agenda that passed through the operations committee, the National Assembly will convene a plenary session from the 1st to the 4th of next month to deliberate on proposals and conduct emergency issue questions.

Earlier, the floor leaders of both parties met in the morning, chaired by National Assembly Speaker Woo Won-sik, to discuss the schedule for the April extraordinary session, but they could not find a compromise. The Democratic Party insisted on holding a "year-round plenary session" in April, while the People Power Party argued that it could be held as needed by agreement.

Democratic Party floor leader Park Sung-jun met with reporters after the meeting and said, "Given the discussions on supplemental budget measures, responses to forest fire damages, issues concerning diplomatically sensitive countries, and the attitude of Deputy Prime Minister Choi Sang-mok regarding purchasing U.S. Government Bonds even during an economic crisis, as well as the significant problem of the constitutional order currently being violated, I would like to request the Speaker of the National Assembly to hold a year-round plenary session starting April 1."

The People Power Party views the Democratic Party's demand for a plenary session as an attempt to pressure Acting Prime Minister Han Duck-soo regarding the appointment of Constitutional Court Justice nominee Ma Eun-hyeok. The Democratic Party is considering measures to impeach both Acting Prime Minister Han and Deputy Prime Minister Choi Sang-mok, who also serves as the Minister of Economy and Finance, if Acting Prime Minister Han does not appoint nominee Ma by the 1st.

If the Democratic Party's expectations are met, it could propose the so-called "double impeachment bill" against Acting Prime Minister Han and Deputy Prime Minister Choi on the 1st, hold a plenary session immediately on the following day, the 2nd, to report it, and could conduct a vote on the impeachment bill between the 3rd and 4th. However, the People Power Party maintains that the final decision-making authority rests with the Speaker of the National Assembly.

Additionally, a resolution urging the appointment of nominee Ma was adopted during the full meeting of the operations committee on that day. A proposal was also processed that required the National Assembly Secretariat to submit some of the closed-circuit television (CCTV) footage from the day of the "12.3 Martial Law" by the 1st.
