In Suwon, Gyeonggi Province, a man in his 30s who was captured on video standing with his back hunched and both arms hanging down like a "zombie" was arrested about two months after the investigation began.
According to legal sources, Presiding Judge Choi Yu-shin, a warrant judge at the Suwon District Court, issued an arrest warrant for a suspect identified only as A after conducting a pre-arrest detention hearing on suspicion of violating the Narcotics Control Act. Director General Choi cited a risk of evidence destruction as the reason for issuing the warrant.
A is suspected of keeping a small amount of methamphetamine at a residence and receiving and injecting a psychotropic drug from an acquaintance.
A became a target of investigation as a video showing the person staggering with a hunched back and both arms hanging down near a bus stop in Gwonseon-gu, Suwon, on June 22 spread on social media (SNS). This was because suspicions arose that the person had injected narcotics.
Police conducted a field drug test on A the next day, found a positive reaction for methamphetamine, and made an emergency arrest. However, A was released after a urine test came back negative, and later tested positive again in a hair analysis by the National Forensic Service, leading to a police investigation without detention.
During a search and seizure of A's residence, police found methamphetamine and confirmed additional charges, and on the 4th applied for a pre-arrest warrant.
Police have not yet pinpointed when and where A injected methamphetamine or the purchase route, so they applied only the charges identified so far, including "possession of methamphetamine," to the arrest warrant. A is said to be denying some of the charges.
Police plan to continue a supplementary investigation into additional charges against A, who has been arrested.
