Minister Yoon Ho-jung of the Ministry of the Interior and Safety said on the 3rd, "Starting in the first half of 2027, we will prioritize and sequentially promote the transfer (to Sejong) of institutions with large size or significant relocation effects, such as the Ministry of Justice and the Ministry of Gender Equality and Family," adding, "For institutions that require separate office buildings, such as the Prosecution Service (Public Prosecution Office·Serious Crimes Investigation Office) and the Korean National Police Agency, we will promote their transfer after new office buildings are built."
The Minister stated accordingly at a press conference on the transfer of administrative and public institutions to local areas held at Government Complex Seoul, saying, "To strengthen a Sejong-centered state administration system and improve the efficiency of inter-ministerial collaboration and communication, we will push forward with a second transfer of central administrative agencies."
Yoon said, "We will promote the transfer to Sejong for central administrative agencies and affiliated institutions located in the capital area," adding, "We will comprehensively review the specific transfer targets by considering each institution's functions and characteristics, as well as inter-agency work connectivity. To enable the transfer to Sejong of central ministries such as the Ministry of Justice and the Ministry of Gender Equality and Family, we will also pursue an amendment to the 'Happy City Act' to remove those institutions from the list of transfer-exempt agencies."
Yoon added, "Rather than moving all institutions uniformly at the same time, we will proceed in stages, taking into account each institution's working conditions and readiness so there is no administrative vacuum," and said, "We will ensure there are no gaps in administrative services used by the public during the transfer process."
The Minister also said, "We will examine residential, education, childcare, and transportation conditions so that transferred employees and their families can settle stably in Sejong, and we will also create a working environment that enables institutions to perform their duties stably at an early stage," adding, "We ask for the National Assembly's cooperation on necessary matters, including reflecting the 2027 budget needed for the transfer of central administrative agencies and amending the Happy City Act."
Yoon added, "The transfer of central administrative agencies is not merely about relocating government space," noting, "It is about improving the efficiency of national administration, strengthening Sejong's function as an administrative city, and further solidifying the foundation for balanced national growth."
