The government will accept the ninth round of additional reports from victims and bereaved families of the Jeju April 3 Incident from February to July next year. It will also extend by three years, until 2029, the application period for compensation paid to victims.
The Ministry of the Interior and Safety said on the 31st that it will enforce the Enforcement Decree of the Special Act on Fact-Finding of the Jeju April 3 Incident and Restoration of Honor for Victims, which includes these measures, starting Sept. 1.
This revision of the enforcement decree accepts proposals from Jeju Province and the Jeju April 3 Bereaved Families Association to provide an additional reporting opportunity for victims and bereaved families who missed the eighth reporting period and were unable to file.
The Ministry of the Interior and Safety (MOIS) collected public and related-agency opinions through a legislative notice in June–July, and the final amendment passed the Cabinet meeting in August.
The amended enforcement decree primarily covers three areas related to the Jeju April 3 Incident: acceptance of additional reports from victims and bereaved families; further extensions of deadlines for various applications; and an extension of the application period for victim compensation.
First, the ninth round of additional reporting by Jeju April 3 victims and bereaved families will be accepted from February to July next year. This comes four years after the eighth additional reporting conducted in 2023.
In addition, deadlines for various applications to remedy the rights of victims and bereaved families will be further extended. The deadline for applications to create or correct family relation registers, and to file marriage or adoption reports, when the family relation register was not prepared or differs from the facts due to damage from the Jeju April 3 Incident, will be extended by two years from the 31st of this month to Aug. 31, 2028.
Separately, the application period for compensation paid to victims will be extended by three years from Dec. 31 this year to Dec. 31, 2029.
Yoon Ho-jung, Minister of the Ministry of the Interior and Safety (MOIS), said, "Remembering the pain of the Jeju April 3 Incident and restoring the honor of victims and bereaved families is an important duty of the state," adding, "The government will continue to do its utmost to support healing the wounds of the Jeju April 3 Incident and achieving full restoration of honor."
