The government will push to advance the artificial intelligence (AI) national secretary service. It plans to integrate major public-facing services, including Government24 and Benefit Notifier, to introduce a customized, integrated AI service for the public. AI will also be actively used in disaster safety to provide safety information in 22 languages so that foreigners can quickly grasp disaster situations. To improve AI utilization capabilities within the government, completion of AI training will be mandatory for all public officials.
Minister of the Interior and Safety Yoon Ho-jung reported the "AI democratic government realization strategy" with these details at a Cabinet meeting held at the Blue House on the 25th. The AI government's goal is to proactively identify and provide services the public needs and to bring about tangible changes in daily life by substantively reflecting public opinion in policy.
As a first step in innovating public services, the government will establish an AI consultation system in five fields with high public impact: welfare, safety, taxation, agriculture, and food and drug. AI consultations will be available for care services, tax payment, infectious disease information, and dietary information.
The AI national secretary service will also be upgraded. Public services will be standardized to expand points of access so they can be used on private platforms such as Kakao and Naver and on "Everyone's AI."
A "Square for Everyone" will be built to reflect public opinion in policy, and AI will collect and analyze opinions. Government web and app services will also be revamped to be AI-friendly.
An AI health management system will be provided for older adults, and youth will receive customized job search information.
The way the civil service works will also shift to an AI-centered approach. Through the intelligent work management system "OnAI," AI will be introduced across administrative tasks, including legal review and drafting report outlines.
The Ministery of Food and Drug Safety will run an AI drug review and approval service; the Ministry of Land, Infrastructure and Transport will operate an AI building permit service; and the Korea Meteorological Administration will develop a Korea-style AI weather and climate foundation model, among other specialized projects tailored to each ministry's duties.
The government will also support developing public officials' AI skills. It set a goal to mandate AI training for all public officials and to foster 20,000 experts capable of in-house AI development. An annual competition on AI utilization with public officials participating will also be held.
Minister Yoon Ho-jung said, "The core of an AI democratic government is not simply adopting technology but enabling the public to become the true owners of state affairs through AI," adding, "We will deliver changes and results that people can tangibly feel in their daily lives."
