The National Human Rights Commission (NHRC) found it discriminatory that a bathhouse charged an additional expense only to female customers.
According to the National Human Rights Commission (NHRC) on the 13th, the petitioner filed a complaint saying it was unfair that a bathhouse provided towels and soap free to male customers while demanding an extra fee from female customers.
The bathhouse said to the National Human Rights Commission (NHRC) that it provides towels and soap free to both male and female members, but because towel loss is frequent in the women's section, it charges only non-member female customers an additional fee.
The local government where the bathhouse is located also said, "Many businesses in the jurisdiction operate the same way, and there is no obligation to provide towels free."
The National Human Rights Commission (NHRC) viewed it as discriminatory conduct for which it is hard to find a reasonable basis. The NHRC Committee for Remedy of Discrimination said, "Even if the recovery rate of towels and soap in the women's section is relatively low, that is merely a problem caused by some users," and added, "Requiring all general female customers to bear an additional expense can be seen as a measure based on gender stereotypes or generalizations."
The National Human Rights Commission (NHRC) determined that effectively leaving in place discriminatory conditions of use or fees by gender merely because the local government lacks direct sanctioning authority runs counter to the Constitution's principle of gender equality and the value of prohibiting discrimination.
The NHRC Committee for Remedy of Discrimination said, "Businesses like bathhouses that serve the general public have a public character, so local governments have a duty to carry out the necessary management and supervision to ensure equal conditions of use without gender-based discrimination."
The National Human Rights Commission (NHRC) recommended corrective action to the bathhouse owner. It also recommended that the local government strengthen administrative guidance within its jurisdiction.
