The government plans to increase the issuance of local love gift certificates (local currency) by more than 7 trillion won by 2030. It aims to expand this year's 24 trillion won issuance to 31.2 trillion won in 2030 to strengthen the self-sufficiency of local economies. In particular, it is also pushing to reflect local love gift certificate purchases and win-win cooperation indicators in the management evaluations of local public corporations.
The Ministry of the Interior and Safety announced measures to revitalize the local economy in a work report on the 5th. The Ministry of the Interior and Safety presented popular sovereignty administration, artificial intelligence (AI) government, local autonomy and decentralization, social solidarity economy, and the establishment of a safety system as key tasks.
First, to enable localities to secure solid own-source revenues and inject new vitality into the local economy, it will push fiscal decentralization with a target national-to-local tax ratio of 7 to 3. In addition, it will expand the issuance of local love gift certificates from 24 trillion won this year to 31.2 trillion won in 2030 to strengthen the self-sufficiency of local economies. It will ease the criteria for designating special cities outside the capital region and designate "population vitality+regions" to provide a springboard for localities to make their own leap.
It also set a goal to raise the share of the social solidarity economy to 7% by 2030 through youth work-experience programs, the creation of youth villages, and the spread of sunshine income villages.
It also reaffirmed its existing stance to actively use AI to improve government administrative efficiency. The Ministry of the Interior and Safety plans to pilot-open within the year a "benefit automatic application service" in which AI automatically applies for various benefits once welfare recipients meet the requirements. It will also introduce a "one-stop service for complex civil petitions" to handle complicated civil matters in one place at once.
It will also advance a scientific disaster safety management system by having AI learn 150,000 cases of storm and flood damage data to build a precise prediction model.
It will support preparations for the launch of the Serious Crimes Investigation Agency scheduled for Oct.. The Ministry of the Interior and Safety said, "We will secure sufficient competent investigators and outside experts, and prepare the relevant office buildings and systems without gaps," and added, "We will enhance fairness so that public trust in police investigations is raised."
The government plans to promptly cancel commendations awarded to perpetrators of spy fabrication and state violence. It will correct fiscal leakages and unfair contracts by inspecting fraudulent receipt of local subsidies and eradicating paper companies.
Yoon Ho-jung, Minister of the Ministry of the Interior and Safety (MOIS), said, "By delivering tangible results such as realizing an AI democratic government, revitalizing the social solidarity economy and laying the foundation of a basic society, and the successful launch of the Serious Crimes Investigation Agency, we will firmly support the 'irreplaceable Republic of Korea' of the popular sovereignty government."
