As expansion of rotational assignments was pushed in response to poor investigations and alleged collusion by police exposed by the Jang Yoon-gi case, the National Council of Police Workplace Associations (Jikhyeop), a de facto alternative to a police officers' union, held a nationwide joint meeting and adopted a resolution opposing the move. It also said it would take collective action if the expansion of rotational assignments is forced through.
In a resolution on the 29th, Jikhyeop said, "We will join reforms of the police for the people, but we will resist to the end any hasty reforms that sacrifice the field."
Jikhyeop said, "Even before the substantive truth of the Jang Yoon-gi case has been fully revealed, expansion of nationwide rotational assignments is being presented as if it were a reform solution," adding, "The measures being pursued by the Korean National Police Agency do not properly address the essence of this case."
It added, "Corruption does not disappear by changing addresses," and said, "If sending people to other regions is reform, there must be an explanation for why the same problems keep recurring." It continued, "True reform begins not with moving people but with fixing the organization's flawed systems."
Jikhyeop said, "A transparent investigative command structure, independent internal affairs, a responsible command culture, stronger evidence management, and internal controls must be improved first."
It also took issue with the consultation process with the Korean National Police Agency. Jikhyeop said, "We have held multiple official consultations with the Korean National Police Agency and conveyed voices from the field, but in reality it felt as if only the procedures were carried out after the broad direction and conclusions had already been set."
Jikhyeop demanded: ▲ immediately halt promotion of the nationwide forced rotational assignment expansion policy until the substantive truth of the Jang Yoon-gi case is clearly determined ▲ oppose the hastily promoted policy to increase internal affairs personnel at police stations ▲ pursue police reform through consultations with field representatives, including Jikhyeop.
From 1 p.m. on the 29th, Jikhyeop held the "National Police Unit Jikhyeop Joint Meeting" at the Daechangmaru on the 13th floor of the Korean National Police Agency in Seodaemun-gu, Seoul, with 165 attendees, including nationwide unit Jikhyeop delegates and presidents of non-member unit Jikhyeop chapters.
Jikhyeop formed a "Committee to Oppose Rotational Assignments" and signaled collective action against the government's plan to expand rotational assignments.
