The Criminal Division 3 of the Gwangju District Prosecutors' Office (Director General prosecutor Kim Jin-hee), which sent the "Jang Yungi case," initially forwarded on a simple murder charge, to trial on a charge of murder for the purpose of rape after a supplementary investigation, was selected as an exemplary investigation case.
The Supreme Prosecutors' Office on the 20th selected five cases, including the Jang Yungi case, as "exemplary criminal division investigations for June," and named four exemplary prosecutors who diligently handled cases forwarded by police.
According to the Supreme Prosecutors' Office, the Jang Yungi case was originally forwarded on a simple murder charge. However, after forming a dedicated task force, the Criminal Division 3 of the Gwangju District Prosecutors' Office conducted forensic analysis on a mobile phone and a dashboard camera obtained through search and seizure and launched a comprehensive supplementary investigation, including video analysis.
As a result, they established that from the outset Jang Yungi approached the victim with the intent to kidnap and rape, and when the victim resisted, carried out the killing. Prosecutors changed the applicable charge to a violation of the Act on the Punishment of Sexual Crimes (rape, etc., and murder) against Jang and sent the case to trial on June 2. While the statutory minimum sentence for ordinary murder is five years, the minimum sentence for murder in the course of rape is life imprisonment.
In addition to the Jang Yungi case, the Supreme Prosecutors' Office selected as exemplary investigation cases the Criminal Division 1 of the Gwangju District Prosecutors' Office (Director General prosecutor Kim Bong-jin) for the "delivery platform data leak case," the Criminal Division 2 of the Seoul Eastern District Prosecutors' Office (Director General prosecutor Lee Seung-hak) for the "illegal private lender case involving a Chinese national," the Criminal Division 1 of the Wonju Branch Office (Director General prosecutor Lee Eun-ju) for the "murder of a sibling with a disability case," and the Criminal Division 1 of the Pyeongtaek Branch Office (Director General prosecutor Dan Jeong-ryeo) for the "false accusation in a sexual assault case."
It also selected as exemplary prosecutors Lee Jae-in of the Cheonan Branch Office, Jin In-dong of the Daegu District Prosecutors' Office, Kim Dong-young of the Ulsan District Prosecutors' Office, and Park Geum-bit, deputy chief prosecutor of the Jeonju District Prosecutors' Office, for promptly handling multiple cases, including cold cases.
