AI is not an answer vending machine but a machine that calculates probabilities. We should think of AI as giving a draft, not the answer.
Ryu Seung-in, Assistant Deputy Director in the Smart Information Division of Gwangjin District Office, said this at the "2026 Administrative AX Forum" held on the 9th at the Westin Josun Hotel in Sogong-dong, Seoul, noting, "It must be a person who verifies, judges, and takes responsibility for the information provided by AI."
Assistant Deputy Director Ryu has experience developing various solutions by directly using AI to resolve inconveniences encountered while working. At the forum, he presented the AI development process and outcomes under the title "Nine months in year zero."
He developed "KoreanLawMCP," a system that structures the vast legal framework—laws, precedents, administrative rules, and autonomous regulations—so AI can use it, "Lexdiff," which helps compare and search laws and local government ordinance with AI, and "Kodak," a tool that batch-converts Hangul (HWP) and PDF documents into Markdown format.
Assistant Deputy Director Ryu introduced "Lexdiff," a platform that lets users see everything at once from AI legal analysis to statute comparison and local government ordinance benchmarking, saying the drive to reduce inconvenience led to development. He said, "Hearing that 'it's hard because laws change often,' I spent three months using the Ministry of Government Legislation's National Law Information Center API to develop Lexdiff," adding, "Innovation starts not with grand technology but with easing someone's inconvenience."
He stressed, however, that verifying information provided by AI is essential. Assistant Deputy Director Ryu said, "AI does not understand a user's commands or the like; rather, it carries the biases it has learned," adding, "And it has the characteristic of always trying to speak from my side."
He added, "This is precisely why I set out to develop AI solutions," and, "I wrestled with how to keep AI from lying and how to use it well."
