Shin & Kim LLC said on the 16th that it hired attorneys Shin Dong-seung and Kim Hyun-young, both formerly of the Constitutional Court. The move is to respond to the implementation of the constitutional complaint system since March and a rise in public law disputes.
Shin began as a judge at the Cheongju District Court in 1989 and served as a judge for about 20 years. Shin handled various administrative cases while serving as a presiding judge at the Seoul Administrative Court and on the special division (now the administrative division) of the Seoul High Court. From 2008, Shin worked for 10 years at the Constitutional Court as senior chief research judge and chief research judge.
Kim was appointed as an assistant constitutional researcher at the Constitutional Court in 2007 and worked there for about 20 years, rising to senior constitutional researcher. Kim handled a range of constitutional cases, including in the civil liberties division, property rights division, and social rights division, while serving as senior constitutional researcher and as director of planning and deliberation.
Oh Jong-han, managing partner at Shin & Kim, said, "The importance of constitutional litigation, including recent constitutional complaints, continues to grow," and added, "With this hire, we expect to strengthen Shin & Kim's capabilities in constitutional and public law."
Shin & Kim's constitutional litigation team includes former Supreme Court Justice Min Il-young and attorney Bae Ho-keun, who leads the public law litigation team. Attorney Kim Kwang-jae, who helped secure the Constitutional Court's decision of incompatibility with the Constitution on the Criminal Act's abortion provisions, and attorney Kang Moon-kyung, a former Seoul High Court judge, also work there.
