Minister of the Interior and Safety Yoon Ho-jung said on the 11th that "the second round of high oil price relief payments will begin next week (on the 18th)," adding, "The second high oil price relief payments will be provided to about 36 million people, or 70% of the population."
The Minister said at a briefing on the second round of high oil price relief payments held at Government Complex Seoul that "recipients were selected based on health insurance premiums, which center on income, while households with high-value assets were excluded," adding, "Specifically, those whose combined household 2025 property tax assessed value exceeds 1.2 billion won or whose 2024 financial income exceeds 20 million won were excluded."
Yoon said, "Next, reflecting the combined household health insurance premiums imposed in March 2026, we selected the bottom 70% by income," adding, "For dual-income households and other multiple-income households, we supplemented the selection criteria to reflect household characteristics such as higher combined income."
He continued, "The second high oil price relief payments will range from 100,000 won per person to a maximum of 250,000 won," adding, "Applying a principle favoring local areas, we plan to pay 100,000 won in the Seoul metropolitan area, 150,000 won outside the metropolitan area, 200,000 won in designated preferential support areas among population-declining regions, and 250,000 won in special support areas."
The Minister also said, "Starting on the 18th of this month, we will begin the second round of payments. Applications and payments are scheduled to proceed for about seven weeks until July 3," adding, "For the payment method, people can choose the most convenient option among credit cards, debit cards, local gift certificates, and prepaid cards."
He added, "The usage deadline is the same as the first round, through Aug. 31, after which use will be restricted, so please make sure to use it within the deadline."
The Minister said, "According to recent analyses by specialized research institutions, 43.3% of the consumption coupons paid for livelihood recovery translated into additional sales for small business owners, helping rekindle the spark of economic recovery," adding, "We expect the high oil price relief payments to likewise ease the public's burden from the prolonged Middle East war, revive subdued consumption, and serve as a driving force for livelihood recovery that injects vitality into local economies."
