With the introduction of the appeal for retrial system on Mar. 12, the Constitutional Court will add 36 staff members and create one new Director-level post. An appeal for retrial is a system in which, if fundamental rights are violated by a Supreme Court finalized ruling, a constitutional complaint is filed with the Constitutional Court to seek cancellation of the judgment.
The Constitutional Court said on the 21st that it published and promulgated in the official gazette the partially revised Rules on the Administrative Organization of the Constitutional Court. The effective date is May 1.
Under the revised rules, the authorized number of constitutional researchers increases by 20, from 73 to 93. The authorized number of general civil servants also increases by 16. The total authorized number of civil servants in the administrative organization, including staff in the Research Department and the Secretariat, rises by 36 from 355 to 391.
Of the total authorized positions, the number of fixed-term civil servants increases by two, from 64 to 66. The two additional fixed-term civil servants are both grade 5, bringing that group from 18 to 20.
The Judgment Support Office's Judgment Administration Division will be expanded and reorganized from one unit to two units, Judgment Administration 1 and 2. The Judgment Administration Division handles tasks such as assisting with the assignment of cases and preparing and keeping documents.
The Constitutional Court the previous day posted a recruitment plan for constitutional researchers (associate) on its website. It is known that hiring will focus on experienced candidates interested in appeals for retrial.
Since the introduction of the appeal for retrial system, 395 cases were filed with the Constitutional Court over the month through the 11th of this month. That is about 60% of all constitutional complaint cases (655) filed during the same period.
