Going forward, it will be mandatory to notify individuals of performance evaluation results that affect promotions for public officials. Public officials who find it hard to accept the notified work evaluation results may file an appeal. The list of the highest performance bonus grade recipients will be disclosed. A system will also be built that allows individuals to regularly reflect their achievements in evaluations.
The Ministry of the Interior and Safety and the Ministry of Personnel Management said on the 20th they will preannounce legislation for a revision to the Regulation on Performance Evaluation of Public Officials, which contains these measures.
The revision was prepared to prevent unreasonable cases such as performance omissions or hijacking during performance management and to enhance the transparency and fairness of evaluations.
First, the evaluation system, which has proceeded in the dark because employees did not know their work rating results, will be overhauled. Some agencies had disclosed evaluation results only in limited cases when the individual requested them, leading to cases where those evaluated could not check their results in a timely manner.
To prevent such cases, the rules will be revised so that all agencies must notify the person evaluated of their work rating results.
Disclosure will also be made mandatory for the list of recipients of the top performance bonus grade (S grade), which agencies currently disclose at their discretion.
A digital, always-on performance management function (e-Saram) that records and manages individual work achievements on an ongoing basis will also be introduced in the second half.
Not only work performed solely by the person evaluated but also achievements supporting joint projects will be reflected in evaluations.
Ministry of Personnel Management Minister Choi Dong-seok said, "Ensuring that evaluation results can be checked transparently is the starting point of fair personnel administration," and added, "We will continue to improve the evaluation system so that the substantive contributions of public officials who have diligently performed their duties can be justly recognized."
Ministry of the Interior and Safety (MOIS) Minister Yoon Ho-jung said, "We will spread a rational public service culture so that those who actually worked can receive fair evaluations."
