Parents of children with disabilities held a five-point prostration rally in front of the Korean National Police Agency in Seodaemun District, Seoul, condemning suspected shoddy investigation into the death of the late Director Kim Chang-min.
The National Solidarity for Parents of Persons with Disabilities on the 15th in front of the Korean National Police Agency said, "Severely punish those responsible for the shoddy investigation and conduct a thorough reinvestigation." About 200 people wore white short-sleeve T-shirts printed with Director Kim's face and shouted slogans such as "Protect families of people with developmental disabilities!" and "Prevent a recurrence of shoddy investigations!" as they repeated lying face down on the ground and standing up 100 times.
Director Kim's father, Kim Sang-cheol, took the stage that day and said, "I personally witnessed with my own eyes that the police investigation was shoddy and reduced, covered up, and delayed," adding, "I hope this wrongful death can end with Director Kim Chang-min so that a second and third tragedy does not occur."
After concluding the five-point prostration rally, the National Solidarity for Parents of Persons with Disabilities filed a complaint accusing the chief of Guri Police Station in Gyeonggi, who oversaw the investigation, along with investigators and responding officers at the scene, of dereliction of duty and other charges.
On Oct. 20 last year, in the early morning, Director Kim collapsed after being assaulted during a dispute over noise and other issues with people at another table while eating with a son with developmental disabilities at a restaurant in Sutaek-dong, Guri.
He was transferred to a hospital but did not regain consciousness, and on Nov. 7 the same year he was declared brain-dead. Through organ donation, Director Kim gave new life to four people and passed away.
In connection with the alleged shoddy investigation, the Gyeonggi Northern Provincial Police Agency launched an internal audit. The prosecution, which took over the case, also formed a dedicated team and is currently investigating to supplement the probe.
