It was recently confirmed that the body of a puppy was found at the home of a woman in her 20s who was arrested on charges of neglecting her 20-month-old daughter to death.
According to Namdong District in Incheon on the 16th, the district visited the home of a woman in her 20s, identified as A, who was arrested by police on suspicion of child abuse resulting in death, and found the bodies of two puppies last week.
At the time of the discovery, A had already been arrested. The puppies were said not to have been in a decomposed state despite having been dead for a long time. A was known to have been keeping four puppies, including the two that died, and one cat.
According to Namdong District, A's home, where the puppies' bodies were left, was in such poor condition that it was hard to see it as a place where two children were being raised. Inside the home, not only dog and cat feces but also various trash and plastic containers were reportedly left unattended.
Namdong District is currently reviewing how to dispose of the collected puppy remains. It is also considering, with A's consent, moving the remaining pets in the home to the district's stray animal protection center for care.
A district official said, "We visited the home with help from A's relative at the time. It was not an environment suitable for raising young children," and added, "It was to the point where you could say almost no trash had been cleared."
Earlier, on the 12th, the Incheon Metropolitan Police Agency's Women and Juvenile Crime Investigation Unit sent A to prosecutors on suspicion of child abuse resulting in death under the Act on Special Cases Concerning the Punishment, etc. of Child Abuse Crimes. Police also applied an additional charge of child neglect under the Child Welfare Act, believing that A had been negligent in caring for not only her deceased younger daughter, identified as B, but also her older daughter, identified as C, who is an elementary school student.
A is suspected of neglecting B, 20 months old, to death at dwellings in Namdong District, Incheon, recently. Known to have raised her two daughters without a husband, A was found to be a basic livelihood recipient and a single-parent household who had been receiving public assistance, including living benefits and child allowances, totaling an average of 3 million won per month.
