Busan said on the 3rd that it submitted the city's first supplementary budget plan for 2026 of 281.3 billion won, up 1.6% from the 2026 main budget of 17.9311 trillion won, to the city council.
A city official said the supplementary budget was drawn up to respond to essential demand for stabilizing people's livelihoods and to more quickly spur a recovery in regional economic vitality by using additional resources secured, including the finalized amount of the 2026 ordinary local allocation tax.
Looking at the allocation details, 72.7 billion won was set aside for restoring the livelihood economy and revitalizing neighborhood commercial districts.
It will be used for applying a 10% Dongbaekjeon cashback rate through June, holding two additional Onnuri Gift Certificate refund events for 100 traditional markets, conducting a preliminary feasibility response study for the modernization of facilities at the Banyeo Agricultural and Marine Products Wholesale Market, promoting two culture and tourism-type market development projects, and expanding convenience facilities and remodeling at the International Underground Shopping Center.
It will also invest 26.6 billion won to boost urban vitality and stimulate the domestic economy.
Funds will be used to support investment projects for replacing equipment at future vehicle production facilities, support overseas marketing activities to strengthen export competitiveness of local small and midsize businesses, promote the Visit Busan Pass, introduce a trolley route for the city tour bus in the original downtown, and host the international marathon, marine mobility and safety expos, and the Busan Design Fair.
It will invest 52.4 billion won in improving tangible services and public health, including implementing the "Card for All," which offers unlimited refunds on public transportation spending above 55,000 won per month; moving to make the Eulsukdo Bridge and Sanseong Tunnel toll-free during commuting hours; improving the road structure at the city terminus of the Mandeok–Centum expressway; supporting interest on loans for young adults' lease deposits; and designating one additional Moonlight Children's Hospital.
It also allocated 43.4 billion won to expand citizen happiness infrastructure. The funds are slated for eight sports class programs for seniors 65 and older, repairs and renovations at 10 public sports facilities including Sajik Indoor Gymnasium, acquisition of The Park Zoo in Children's Grand Park, reorganization of the Geumgang Park area, and public design environment improvements in the Haeundae special tourist zone.
Mayor Park Heong-joon said, "The supplementary budget plan aims to restore the livelihood economy and improve the quality of life for citizens."
