Noh Young-dae (46), a recently released "sisters rapist," has been confirmed to have entered the Korea Rehabilitation Agency (KOREHA) Gangwon branch in Chuncheon, Gangwon.
According to News1 on the 22nd, Noh Young-dae has been staying at the Law Rehabilitation and Welfare Corporation Gangwon branch in Sanong-dong, Chuncheon, for about two months.
The agency's Gangwon branch is a rehabilitation facility that provides lodging and meals to released inmates and supports livelihood activities such as job training and employment. Under facility rules, the maximum protection period during which Noh Young-dae can stay there is two years.
The facility has a nighttime curfew. However, except for some protected persons such as juveniles, there is no legal basis to enforce it, so it is limited to recommendations.
In Dec. 2012 in Goyang, Gyeonggi Province, Noh Young-dae was indicted on charges of breaking into a home where sisters in their 20s and 30s lived together, raping them, and fleeing, and was sentenced to 13 years in prison and 10 years of personal information disclosure and notification.
After his arrest at the time, Noh Young-dae fled while being transported following a police interrogation and was caught again five days later. He also committed escape and attempted escape offenses, including trying to run after pushing a correctional officer while on the way to a prosecution interrogation.
Personal information such as Noh Young-dae's name, age, physical characteristics, photo, and address (registered resident address and actual residence) is registered on the Sex Offender Notification e service.
