As the Labor Party prepares for its 9th congress, the project to build 50,000 households of dwellings in Pyongyang, touted as a key achievement, has entered its final stage.
The Labor Party's organ Rodong Sinmun said on the 11th in an article titled "Capital builders" that "the goal of building 50,000 households of dwellings in the capital, presented at the 8th Party Congress, is on the verge of a grand final completion ceremony on the timetable set by the Party."
Emphasizing the achievements of the past five years, the paper promoted that "tens of thousands of modern dwellings and various public and service facilities have risen as a large-scale architectural complex, and a modern urban district has taken shape with road networks, infrastructure, and even green zones." It then highlighted that "this grand and splendid architectural complex represents the remarkable transformation and development of the great Kim Jong-un era."
The construction of 50,000 households of dwellings in Pyongyang is a priority project decided at the 8th Labor Party Congress held in 2021, with a plan to supply 10,000 households each year for five years to ease the housing shortage in the capital area. Accordingly, starting with the Songsin-Songhwa district in 2022, 10,000 households were completed in each of the Hwaseong District phases 1, 2, and 3 in 2023–2024 and through the first half of 2025.
The final batch of 10,000 households in Hwaseong District phase 4 broke ground in Feb., and North Korea said last month, reporting Kim Jong-un's on-site inspection, that "finishing work is underway at the 99% stage of total construction." Accordingly, there is growing view that completion of the 50,000-household project will be effectively wrapped up before the 9th Party Congress.
Meanwhile, the "20×10 provincial development policy," cited by North Korea as another key task, is also gaining speed. In the third year of the policy, the plan is to build local industrial factories, hospitals, and comprehensive service facilities in 20 regions this year, and groundbreaking ceremonies have been held one after another in many areas starting with Unryul County, South Hwanghae Province.
