Yoon & Yang LLC said on the 30th that it has hired attorney Lee In-hee (18th class of military judge advocate) and attorney Kim Min-kyu (41st Judicial Research and Training Institute class), who have experience in defense industry, aerospace, and global government procurement and export contracts, as partner attorneys.
Attorney Lee In-hee was commissioned as a Navy judge advocate and served as head of the legislation division at Navy Headquarters, head of the legal office of the Navy's 2nd Fleet, and head of the legal office of the Combined Forces Command. Starting in 2016, at the Defense Acquisition Program Administration, Lee handled civil and administrative litigation related to domestic and overseas defense contracts, public procurement, and sanctions against unscrupulous companies. After discharge, Lee served as a partner attorney on the defense industry team at Law Firm Won and as head of the legal teams at Hanwha Defense and Hanwha Aerospace, overseeing defense contract review, export contract negotiations and drafting, M&A and litigation, and took part in the exports of the K9 self-propelled howitzer to Poland and Egypt.
Attorney Kim Min-kyu handled legal affairs for aviation programs and force support at the Defense Acquisition Program Administration starting in 2013, with experience in cases including cancellation of defense contractor designations, deliberations on restrictions on bid participation by unscrupulous business operators, consultations on royalties and overseas procurement, fuel litigation for the military, overseas litigation involving the KF-16, litigation over penalty for delay for the Surion, and litigation on forfeiture of contract performance bonds for overseas companies. After discharge in 2017, Kim handled litigation and advisory work on the defense industry team at Lee & Ko, then worked for about eight years as in-house counsel at Hyundai Rotem, handling bids and contract negotiations for weapons development programs; disputes involving defense, rail vehicles, and plants; and serious accident matters, receiving three commendations.
Yoon & Yang's managing partner Lee Myung-su said that, as defense and aerospace exports expand, the addition of the two attorneys has strengthened Yoon & Yang's public procurement group's expertise, and that the firm will provide practical advice in defense exports, export controls, and global government procurement.
