If serious industrial accidents are repeated at local public institutions, they are expected to receive the lowest grade in management evaluations. A basis will also be put in place for the Minister of the Ministry of the Interior and Safety (MOIS) to demand the dismissal of the head of an institution responsible.
The Ministry of the Interior and Safety (MOIS) said on the 11th that it will push ahead with a "plan to strengthen safety management at local public institutions." The ministry prepared the measures after President Lee Jae-myung noted at a Cabinet meeting that "it is a serious problem that even in public procurement projects, fall accidents occur."
The Ministry of the Interior and Safety (MOIS) first revised the "guidelines for safety and health management at local public institutions." The core is to reflect safety investments such as replacing aging facilities and equipment and introducing new safety technologies based on the Internet of Things (IoT) into the "plan on safety and health," and to strengthen accountability by having each institution check and disclose its safety investment performance on a quarterly basis.
The Ministry of the Interior and Safety (MOIS) also increased the safety section score in local public institution management evaluations from 8 points to 9. If serious industrial accidents occur repeatedly, the lowest grade will, in principle, be given.
The Ministry of the Interior and Safety (MOIS) will also push to revise the Local Public Enterprises Act and the Act on the Management of Institutions Funded by Local Governments, and codify safe management as a basic principle of institutional operations. It will also establish a legal basis for the Minister to demand the dismissal of a head of an institution where a serious industrial accident occurred due to a violation.
