On the 26th, when a winter cold wave powerfully swept in, a blackout hit an apartment complex in Seocho District, Seoul. According to fire authorities and others, power to the Shinbanpo Xi Apartments in Jamwon-dong was cut from about 7:50 p.m. to about 9:30 p.m. Residents of the complex's 607 households experienced inconveniences, including being unable to use heating devices.
Nearby Dong-A Apartments and NewCore Outlet also experienced blackouts for tens of minutes. It was because transmission and distribution lines and Korea Electric Power Corporation (KEPCO) facilities were affected. At NewCore Outlet, an elevator stopped and one citizen was trapped before fire authorities rescued the person. Traffic confusion occurred as traffic lights briefly went out. There were no reported casualties.
Shinbanpo Xi Apartments completed restoration work with help from Korea Electric Power Corporation (KEPCO). The complex's own receiving equipment (transformer equipment) was found to have malfunctioned.
