A man believed to be Chinese was caught by police squatting and relieving himself under the stone wall of Gyeongbokgung in Jongno District, Seoul.
According to police on the 12th, the Jongno Police Station imposed a 50,000 won summary fine on a man believed to be Chinese for relieving himself near the northern gate of Gyeongbokgung (Sinmumun), across from the Blue House, at about 3:30 p.m. on the 10th.
The scene was posted on social media (SNS), stirring controversy. The video shows the man standing up awkwardly when police tried to stop him as he was relieving himself. A woman with a stain on her light-colored pants was also nearby. Police said, however, that only the man was reported, and only the man was penalized.
The Punishment of Minor Offenses Act stipulates that those who spit or urinate or defecate indiscriminately on roads, in parks, or in places where many people gather or pass, as well as those who make others do so, are subject to a fine of up to 100,000 won.
