The Seoul city bus union, which had raised the possibility of a strike on the 12th, a day before the College Scholastic Ability Test, said on the 9th it will not carry out any industrial action through the test day.
The management and labor sides of Seoul city buses issued a joint statement that day in the names of Park Jeom-gon, Chairperson of the Seoul City Bus Labor Union, and Kim Jeong-hwan, Chairperson of the Seoul City Bus Transportation Business Association, and stated accordingly.
The two sides said, "Management and labor jointly state their position to minimize citizens' transportation inconvenience and to resolve pending issues smoothly through mutual trust and sincere bargaining," and added, "The labor union will hold additional talks on the 13th, and will not conduct any industrial action until the day of negotiations."
They continued, "Management and labor will continue negotiations closely and in depth on the union's claims, referring to the appellate ruling on ordinary wages for Donga Transport handed down on Oct. 29, 2025," and added, "To minimize inconvenience to citizens, we will do our best to reach the conclusion of the 2025 collective agreement and wage agreement as soon as possible."
Management and labor have been conducting wage and collective bargaining (wage and collective agreement) for more than six months over ordinary wages and a revamp of the wage system, but have yet to find common ground. In addition, in a lawsuit filed by Donga Transport bus workers in 2015 asking the company to include bonuses in ordinary wages, a recent appellate court recognized the union's claim that bonuses constitute ordinary wages. However, the two sides have also issued conflicting positions on the written ruling.
In response, the union pressured management by saying it could launch a full strike on the 12th, the day before the CSAT, and management is said to have drawn a joint statement through intensive consultations with the union the previous day to prevent a strike on the test day.
