The Seoul Metropolitan Police Agency's mobile patrol unit said on the 6th that it arrested a 55-year-old surnamed Yoon on suspicion of habitual fraud worth 4.1 billion won through a stop-and-search.
Around 1 p.m. on the 21st, Yoon was circling the roads near Gangnam Station while driving a Mercedes-Benz sedan. A member of the mobile patrol unit, conducting preventive patrols in crowded areas ahead of Halloween, found this suspicious and conducted a stop-and-search. After a vehicle check confirmed that Yoon had violated current law, including failing to enroll in mandatory insurance, the officer ordered the car to stop.
Yoon then suddenly sped up and fled toward Gyodae Station. Despite multiple orders to stop, Yoon repeatedly made illegal U-turns and drove against traffic, fleeing about 3 kilometers, but was eventually caught in a dead-end alley in Seocho-dong.
An investigation found Yoon to be a habitual fraudster with 20 warrants. From December 2013 to November 2023, Yoon approached 24 victims for purported investments, took about 4.1 billion won, and remained on the run for about two years, it was found.
Police additionally booked Yoon on suspicion of violating the Automobile Damage Compensation Guarantee Act and handed the suspect over to the Gangnam Police Station.
