Police said on the 24th that from the 24th to Nov. 2, during the special Halloween measures period, they will restrict vehicles on roads in major downtown areas where crowds are expected.
The Seoul Metropolitan Police Agency said it has designated today, tomorrow, and Oct. 31 to Nov. 1 as intensive management periods and will restrict vehicles in stages depending on crowd density in cooperation with local governments including the Seoul Metropolitan Government.
The restricted sections are: ▲ Yongsan District, Itaewon-ro (Itaewon Entrance to Cheil Worldwide Intersection) ▲ Mapo District, Jandari-ro (Samgeori Pocha to SangSang Madang) ▲ Jung District, Myeong-dong Street (entrance of Samil-daero to in front of the Central Post Office) ▲ Seongdong District, Yeonmujang-gil (Daelim Warehouse Intersection).
In level 1, "pedestrian caution," illegal parking and obstacles are managed in cooperation with local governments. In level 2, "congestion," some vehicles are restricted and emergency vehicle lanes are secured. In level 3, "very congested," vehicle entry is fully restricted and safety management prioritizes pedestrians.
When crowds surge suddenly, entry of vehicles will be controlled immediately without applying stages.
The Seoul agency plans to deploy an average of about 230 personnel per day during the intensive management period to manage traffic at major intersections.
A police official said, "We ask citizens visiting crowd-dense places during the Halloween period to check in advance the times of traffic controls in surrounding areas and one-way pedestrian routes," urging detours.
