Gimje, North Jeolla Province, was selected as the local government with jurisdiction over the Saemangeum Mangyeong Section 6 revetment reclamation site to be built in the Saemangeum area. The North-South Axis Road 2 will be divided into three sections and assigned to three local governments: Gunsan, Gimje, and Buan County.
The Ministry of the Interior and Safety on the 16th announced the results of selecting the local governments with jurisdiction over the Saemangeum Mangyeong Section 6 revetment and the North-South Axis Road 2 reclamation sites.
The decision on jurisdiction over reclamation sites begins with an application by the reclamation license authority or the head of a relevant local government under the Local Autonomy Act. If there is no objection to the application, the Minister of the Interior and Safety decides according to the application. However, when there are differences among local governments, the matter is decided through the Central Dispute Mediation Committee.
The Mangyeong Section 6 revetment, for which jurisdiction was decided for Gimje on this day, has an area of 286,786.9 square meters. It intersects with the North-South Axis Road 2 in a cross (十) shape and is expected to be used as an intercity internal arterial road and embankment that strengthens accessibility within Saemangeum.
The North-South Axis Road 2, to be managed by three local governments—Gunsan, Gimje, and Buan—forms the north-south central axis of a 3×3 grid arterial road network consolidating the five zones of Saemangeum. Its area is 1,984,600.4 square meters.
Saemangeum is an area created by building the world's longest sea dike (33.9 kilometers) on the west coast of North Jeolla Province. It spans 409 square kilometers, about 140 times the size of Yeouido in Seoul. More than 60% of it has yet to have jurisdiction determined. As a result, local governments are clashing over jurisdiction for areas where lot numbers will not be finalized.
