Sports trainer and broadcaster Yang Chi-seung claimed that he suffered losses amounting to hundreds of millions of won due to the contributed acceptance building lease and deposit damages, urging a petition to the National Assembly.
Yang noted on his social media (SNS) on the 1st, "I was notified of my eviction without warning amid loopholes in the leasing structure of public facilities and administration, resulting in significant property damage," and added, "I realized that this issue is not solely my own. Many tenants are experiencing threats to their livelihoods without proper rights protection amidst contract nullifications and eviction orders."
Yang submitted a petition to amend the 'Private Investment in Public Infrastructure Act' to the National Assembly. He stated, "It is necessary to amend the law so that tenants of public facilities receive sufficient information in advance and can protect their rights," and urged participation, saying, "We need the agreement of over 100 people to accept the petition."
Previously, Yang opened a gym in 2018 at the local government office building in Nonhyeon-dong, Gangnam, Seoul. He claimed that he was unaware at the time of signing the lease that the building was constructed under the condition of contributed acceptance, meaning that management and operating rights would pass to the local government after a certain period.
The local government notified tenants of their eviction after the lease expired, and Yang expressed his frustration, saying, "I was not aware of this fact, and if I had known from the beginning, I would not have entered into the contract." He is reported to have suffered damages amounting to 1.5 billion won, including an unreturned deposit of 350 million won, facility costs of 500 million won, and double-paid rent and business value.
Yang pointed out through media and YouTube broadcasts, "The responsible public official said there was 'no problem' at the time of the contract, but afterward, he evaded responsibility. It is a structure where merchants who believe leasing public facilities is safe can only suffer damages."
He emphasized, "In the end, I faced the closure of the gym that I had built over several years, and I lost the deposit and investment I gathered over my lifetime in an instant. The current system is inadequate in terms of tenants' rights and legal protections and must be fixed."
