Park Ji-young, the special prosecutor, noted during a press briefing that "Representative Seo will attend at 2 p.m. today (2nd) to cooperate with the witness investigation concerning the allegations of obstructing the National Assembly's vote to lift martial law."
On the same day, around 1:46 p.m., the floor leader Seo arrived at the Seoul High Prosecutors' Office located in Seocho-gu, Seoul. He told reporters, "I will explain the process until I entered the National Assembly during the 12.3 martial law and how things progressed during the final voting process, how time was delayed, and the participation and role of the People Power Party members, as I witnessed the situation at that time."
The special investigation team is investigating allegations that the leadership of the People Power Party, including then-floor leader Choo Kyung-ho, obstructed the attendance of lawmakers at the National Assembly vote during the process of lifting the 12.3 martial law. At that time, the National Assembly's 'Resolution Requesting the Lifting of Martial Law' was passed at 1:02 a.m. on December 4 with only 18 out of 108 members of the People Power Party participating, resulting in 190 present and 190 in favor.
In relation to this, the special investigation team conducted searches and seizures at the homes and offices of Congressman Choo, the floor leader's office of the People Power Party, and the office of Congresswoman Jo Ji-yeon of the People Power Party.
