On the 13th, extreme downpours hit the metropolitan area, leading to flooded roads and incidents of citizens being isolated.
Major roads in cities such as Incheon, Goyang, and Uijeongbu were flooded, causing vehicles to become trapped and numerous requests for rescues. In Gimpo, Incheon, and Pocheon, one person in each area died due to rain-related incidents. Residents in low-lying dwellings and commercial buildings were forced to evacuate or were later rescued after being trapped by the sudden rise in water.
Around 7:20 a.m. on that day, a vehicle skidded on a wet road in Unseo-dong, Jung-gu, Incheon, and fell into a lake, resulting in the death of a driver in his 40s. Around 12:14 p.m., a vehicle was swept away in Daebocheon, Gochon-eup, Gimpo, leading to the discovery of a deceased man in his 80s in the back seat.
In Pocheon, Gyeonggi Province, around 7 a.m., a sports utility vehicle (SUV) skidded on a wet road, crashed into a traffic light, and resulted in the death of a woman in her 70s who was in the passenger seat, while the driver was injured.
According to Incheon Fire Department, as of 4 p.m. on that day, a total of 239 reports of damage from heavy rainfall were recorded in Incheon.
Around 11:20 a.m., roads around Incheon Station on the Gyeongin National Railway (Seoul Subway Line 1) were submerged, leading to the restriction of nearby traffic. Due to the torrential rain, train operations on the Gyeongin National Railway between Juan Station and Bupyeong Station were suspended for about an hour from 11:10 a.m. Additionally, the platform and tracks at Parkchon Station on Incheon Subway Line 1 were flooded, causing trains to pass without stopping at times.
Around 11:20 a.m., the Jeongseojin Central Market and Gangnam Market in Seogu, Incheon, were flooded, prompting citizens in the basements to evacuate. In a residential complex in Songhyeon-dong, Dong-gu, structures and fences collapsed, leading fire authorities to take safety measures.
Around 1:20 p.m., a greenhouse in Naegok-dong, Deogyang-gu, Goyang, was flooded, and six citizens were trapped before being rescued by emergency responders.
Around the same time, a report was received from a dwelling in Ho-won-dong, Uijeongbu, stating that "water is filling the house, and the door won't open," prompting fire authorities to assist with drainage and rescue one resident.
Around 12:30 p.m., three vehicles were flooded on a road in Mansong-dong, Yangju, and four passengers managed to escape. Additionally, around 12:46 p.m., in a mountain cabin in Jangheung-myeon, Yangju, and at 1:27 p.m. in Baekseok-eup, the rising valley water trapped a total of 36 people, including 12 and 24 respectively. Rescue teams took steps to evacuate them using ropes, amid concerns of landslides and road washouts.
According to the North Gyeonggi Police Agency, as of 1 p.m. on that day, there were 207 reports related to heavy rainfall received, including flooded roads and vehicles, inundated dwellings and commercial properties, and malfunctioning traffic lights.
According to local authorities in the northern Gyeonggi region, as of that day, Uijeongbu alone reported 31 cases of residential flooding, 13 commercial flooding, 34 road flooding incidents, and one case of land erosion due to heavy rains. Over 150 reports of damage were submitted from Goyang, including more than 120 cases of road flooding and 26 cases of residential flooding.
An official from the Gyeonggi Province Weather Center noted, "Currently, the rain has somewhat subsided, but heavy rain is expected to fall again until dawn," urging people to take extra care to prevent additional damage from floods and landslides.
