The Central Disaster Management Headquarters (CDMH) raised the disaster alert level to 'caution' and upgraded the emergency response to Level 2 as heavy rain warnings were issued in areas including Seoul, Incheon, Gyeonggi, and Chungcheongnam-do as of 6:30 p.m. on the 13th.
According to the CDMH, extreme heavy rain of over 100 mm per hour is falling in these regions, and additional rainfall is expected overnight.
The expected rainfall by region is 50 to 150 mm (over 200 mm in some areas) in Seoul, Incheon, Gyeonggi, and the five islands in the West Sea; 30 to 100 mm (over 150 mm in central and northern Gangwon) in inland and mountainous areas of Gangwon; and 30 to 80 mm (over 100 mm in northern Chungcheongnam-do) in northern Chungcheongnam-do and central and northern Chungcheongbuk-do.
Accordingly, Deputy Minister Yoon Ho-jung (Minister of the Ministry of the Interior and Safety) instructed to exert all efforts to control dangerous areas and evacuate residents with the goal of minimizing casualties.
As heavy rain is concentrated during late night hours, he advised utilizing all available means, such as emergency disaster texts, town broadcasts, and civil defense broadcast systems, to ensure the public can immediately recognize the danger.
Additionally, he urged safety measures for on-site response personnel such as police, firefighters, and local government officials working during late night hours.
Deputy Minister Yoon urged, "Please refrain from going out at night, avoid approaching dangerous areas as much as possible, and move to safe places to stay."
