The special prosecutor will summon former intelligence commander Noh Sang-won for questioning on 4th in relation to the December 3 emergency martial law situation.
The special prosecutor reportedly called in the former commander as a witness for questioning that morning.
The special prosecutor is expected to focus its investigation on foreign conspiracy allegations related to contents found in former commander Noh's notebook, which stated, "Induce an attack from the North at the Northern Limit Line (NLL)" and "Strike North Korean waste balloons." The foreign conspiracy allegations basically assert that he induced war, including sending unmanned aerial vehicles to Pyongyang or considering striking the origin of waste balloons, to create a situation of "state emergency equivalent to war, incident, or comparable national emergency," which is a prerequisite for declaring emergency martial law.
The special prosecutor suspects that former President Yoon Suk-yeol, in an attempt to create a justification for emergency martial law, directed a drone company to send unmanned aerial vehicles to North Korea in October of last year, bypassing the Ministry of National Defense and the Joint Chiefs of Staff, thereby inducing attacks against the South.
In relation to this, the special prosecutor has reportedly conducted a recent investigative trip regarding a shaman whom former commander Noh visited several times before the martial law named "Bi-dan-ah-ssi".
Former commander Noh is facing charges of important duties related to insurrection and abuse of power and is undergoing an initial trial. He holds a reserve status as he was already discharged in 2018, and he is suspected of having conspired with the active military leadership at a fast-food restaurant in Gyeonggi Province to plan the emergency martial law in advance and reported related matters to former Minister of National Defense Kim Yong-hyun. The police confiscated a notebook containing information related to the foreign conspiracy allegations from a fortune teller's shop operated by former commander Noh after his retirement last December.
