On the 20th, a man in his 60s, referred to as Mr. A, who murdered his son with a homemade firearm in Songdo, Incheon, was found to have installed explosives at his home that had considerable power. When the police discovered the explosives, a timer was in operation, set to detonate at a specified time.
A representative from the Seoul Metropolitan Police Agency said during a regular press briefing on the 28th that the homemade bomb Mr. A installed at his home in Dobong-gu, Seoul, was 'operating on a timer, and it would have exploded at that designated time.' He noted, 'It was of considerable power, and the resulting fire from the explosion would have been significant.'
Acting Chief of the Seoul Metropolitan Police Agency Park Hyun-Soo explained the situation at the time of the incident, stating, 'On the night of the 20th, at 11 p.m., we received a coordination request from the Incheon Police Agency.'
After shooting his son with the homemade firearm, Mr. A fled to Seoul. The first 112 emergency call was received at 9:31 p.m., and the police special forces entered the Songdo apartment around 10:40 p.m., confirming that Mr. A had fled.
Following this, the Dobong Police Station verified Mr. A's residence. They identified the license plate number of Mr. A's vehicle through the apartment management office, and the police located the vehicle's current position. Five officers from the Bangbae Police Station dispatched and urgently apprehended Mr. A around 12:15 a.m. on the 21st.
Mr. A later admitted to having installed homemade explosives at his home. Due to an inability to make announcements through the apartment's public address system, 27 police officers evacuated about 105 residents and PC bang patrons. The Explosive Ordnance Disposal (EOD) team then entered to remove the explosives, which were operating on a timer. A total of 14 containers found at the scene contained 34 liters of thinner.
Mr. A reportedly served for 28 months as an artilleryman. He stated to the police that he learned how to manufacture explosives on the internet.
The Korean National Police Agency has begun an investigation to determine if there were any deficiencies in the initial response of the Incheon police. Acting Chief Park noted, 'The Seoul police evaluated that relatively proper measures were taken according to the manual.'
