The prosecution has indicted two men in their twenties on charges of torturing a peer with an intellectual disability and stealing 70 million won. Previously, the police referred the intellectual disability victim to the prosecution, believing he was an accomplice of these men. However, as a result of clinical psychological analysis, the prosecution found that the victim had a mental capacity equivalent to that of a 7-year-old and had suffered from torture and fraud.
On the 24th, the Seoul Central District Prosecutor's Office's Criminal Division 2 (Director General Jo Ah-ra) announced that they have detained and indicted an individual in their twenties, referred to as A, on charges of special extortion and fraud. An accomplice, identified as B, was also indicted without detention on the same charges.
According to the prosecution, the two men are reported to have lured an intellectually disabled individual, identified as C, to Seoul three times between November 2022 and March 2023 while playing online games. They are accused of assaulting C by covering his face with a towel, pouring water on him, and melting a straw with a lighter to drop it on the back of his hand.
They are also investigated for forcing C to take out a loan and extorting 70 million won from him. Additionally, they face accusations of deceiving C's mother and junior to obtain 3.5 million won and 2.95 million won, respectively.
Initially, the police referred C as an accomplice in the extortion aid of A and B, believing that C brought his junior to Seoul, where they fell victim to extortion.
However, the prosecution confirmed through clinical psychological analysis that C has a mental capacity equivalent to that of a 7-year-old, making it realistically impossible for him to participate in the crime. As a result, the prosecution decided not to indict C.
