A man in his 60s, suspected of killing his son with a service weapon during a birthday party, fled the scene just 10 minutes after the 112 call, but police revealed it took them over an hour to determine the suspect's location.
According to the Incheon Yeonsu Police Station on the 24th, a report was received at 112 around 9:31 p.m. on the 20th from the victim's wife, stating that "my father-in-law shot my husband." The police issued a swift response order known as "Code 0," which is the fastest deployment order for serious incidents, and dispatched officers to the scene. Code 0 is the highest level of urgency in the manual.
However, police assessed the report and concluded that the suspect, Mr. A (62), was inside the house, requesting the special forces to be deployed around 9:36 p.m., just five minutes after the report. The police special forces arrived at the scene around 10:16 p.m. and entered the premises at around 10:40 p.m., but Mr. A had already fled two hours earlier.
Only then did the police begin to check the apartment's closed-circuit television (CCTV) and confirmed around 11:18 p.m.—1 hour and 47 minutes after the report was filed—that Mr. A had escaped through the first-floor lobby. The actual time of Mr. A's escape was 9:41 p.m., just 10 minutes after the first report.
As a result, there are concerns that if the police had quickly verified the CCTV footage and recognized Mr. A's escape earlier, the victim, Ms. B (32), could have been rescued sooner. Ms. B, who was shot, was left unattended at the scene for about 1 hour and 20 minutes before being transported to the hospital by emergency services around 10:53 p.m., but unfortunately, she passed away.
A police official noted, "We awaited the special forces deployment for additional safety and to mitigate further risks," adding, "We prioritized assigning officers to the scene in anticipation of Mr. A's potential escape and checked the CCTV later."
