The special prosecutor's team for the rebellion stated on the 27th regarding the scheduled appearance investigation of former President Yoon Suk-yeol at 10 a.m. on the 28th, "Former President Yoon must enter through the Seoul High Prosecutors' Office entrance, and the underground parking lot will be completely blocked." This maintains their previous position of not accepting the request for a private appearance from former President Yoon's side.
On the same day, Deputy Special Prosecutor Park Ji-young noted during a media briefing that "the last message conveyed regarding the request for access to the underground parking lot from former President Yoon's side was that 'access to the underground parking lot is not feasible.'" She added, "(Former President Yoon's side seems to express) the intention to access the underground parking lot, but the special prosecutor's position is that we hope situations that could be perceived as a refusal to appear do not occur."
Deputy Special Prosecutor Park expressed, "I believe that such a situation will not arise, considering former President Yoon's status and past experiences," and added, "We are currently coordinating with the Presidential Security Service and the Seoul Police Agency regarding the preparation for former President Yoon's appearance based on entering through the first-floor entrance."
Deputy Special Prosecutor Park also stated, "Currently, it is about coming in through the (first-floor) entrance; the underground access will be completely blocked." When reporters asked, "If (former President Yoon) ends up being stuck underground, can he come down to negotiate?" Deputy Special Prosecutor Park responded, "I believe that such situations will not occur, and to speak on the premise of such situations undermines trust."
She added, "Basically, we do not intend to consider waiting without entering through the first-floor entrance until the underground parking lot entry is opened as attendance," and stated, "When we summon someone to appear, it creates a situation in which we can conduct an investigation."
Furthermore, when reporters asked Deputy Special Prosecutor Park how she views the claim from former President Yoon's side that refusing a private appearance violates human rights protection investigation rules, she replied, "Former President Yoon's crime is a crime related to national legal interests (rebellion). The victims are the people, and the rights of the victims include the right to know about the investigation process. From that perspective, it is necessary to consider whether to prioritize the rights of the suspect or the rights of the victim, who appears to be the entire nation."
Additionally, Deputy Special Prosecutor Park mentioned the possibility of conducting nighttime investigations on former President Yoon, stating, "If there is consent from him, it is possible," and added, "We will try to reflect former President Yoon's wishes as much as possible regarding the investigation."
