The Ministry of Interior and Safety checked the safety management situation of the crowd at the Inha University festival (Biryeong Festival) with related organizations such as the Ministry of Education, local governments, police, and fire services on the 14th.
The government amended the Framework Act on Disaster and Safety Management last year to include "mass gathering crowd accidents" as a type of social disaster. Accordingly, the Ministry of Education was designated as the lead agency for disaster management, overseeing disasters such as fires, collapses, and mass gathering crowd accidents in educational facilities.
During the site inspection that day, the government reviewed the field management system, including comprehensive control of closed-circuit television (CCTV) for crowd accident preparedness and the establishment of emergency communication networks between agencies.
The Ministry of Interior and Safety plans to conduct continuous safety inspections during May and June when college festivals are held intensively. To ensure safe college festivals, it will support the establishment of autonomous safety management systems at universities in cooperation with related organizations.
Hong Jong-wan, head of the social disaster department at the Ministry of Interior and Safety, said, "We hope that university students enjoying the college festivals and the general public will pay attention to safety and cooperate in maintaining order on site."
