A man in his 50s has been referred to prosecutors on charges of posing as a victim of a vehicle crash incident that occurred at Kebimarket in Mokdong, Yangcheon District, Seoul, and swindling 7 million won.
The Yangcheon Police Department in Seoul announced on the 13th that they had transferred A, 57, to the prosecutors without detention on charges of violating the Special Act on the Prevention of Insurance Fraud and fraud.
Earlier, at Kebimarket, a man in his 70s drove into a fruit store on December 31 last year, resulting in one death and 11 injuries. According to the police, A is suspected of receiving treatments for pre-existing conditions worth about 3 million won while pretending to be a victim of this incident for two weeks. It is said that he also directly received 4 million won from the insurance company and the perpetrator as insurance money and criminal settlement money, which he spent on living expenses.
The police detected suspicious behavior during the process of obtaining medical reports and victim statements from 13 victims who were transported to the hospital at the time of the accident. They confirmed through an analysis of closed-circuit television (CCTV) that A was riding an electric wheelchair in the opposite direction of the accident scene and subsequently booked A as a suspect in insurance fraud.
According to the police, A initially denied the charges. However, upon being questioned based on evidence such as the CCTV footage, it was reported that he stated his motive for the crime was that he "needed living expenses."
Police applied for an arrest warrant for A on the 27th of last month, but the court dismissed it, stating that "considering the health condition, there is no risk of flight."
Meanwhile, the driver who caused the accident at Kebimarket was transferred to prosecutors without detention last month on charges of violating the Special Act on Traffic Accidents. He was diagnosed with early-stage Alzheimer's dementia during a follow-up examination after the accident.
